【摘要】:Forcriticalitycontrolofnuclearfuelindrystorageandtransportation,themostcommonlyusedneutronabsorbermaterialsareboratedstainlesssteelalloys,boratedaluminumalloys,andboroncarbidealuminumalloycomposites.Theboronusedintheseneutronabsorbermaterialsmaybenaturalorenrichedinthenuclide10B.Theboronisusuallyincorporatedeitherasanintermetallicphase(forexample,AlB2,TiB2,CrB2,etc.)inanaluminumalloyorstainlesssteel,orasastablechemicalcompoundparticulatesuchasboroncarbide(B4C),typicallyinanaluminumMMCorcermet.Whileotherneutronabsorberscontinuetobeinvestigated,10Bhasbeenmostwidelyusedintheseapplications,anditistheonlythermalneutronabsorberaddressedinthisstandard.Inservice,manyneutronabsorbermaterialsareinaccessibleandnotamenabletoasurveillanceprogram.Theseneutronabsorbermaterialsareoftenexpectedtoperformoveranextendedperiod.Qualificationandacceptanceproceduresdemonstratethattheneutronabsorbermaterialhasthenecessarycharacteristicstoperformitsdesignfunctionsduringtheservicelifetime.Thecriticalitycontrolfunctionofneutronabsorbermaterialsindrycaskstoragesystemsandtransportationpackagingsisonlysignificantinthepresenceofamoderator,suchasduringloadingoffuelunderwater,orwateringressresultingfromhypotheticalaccidentconditions.Theexpectedusersofthisstandardincludedesigners,neutronabsorbermaterialsuppliersandpurchasers,governmentagencies,consultantsandutilityowners.Adherencetothisstandarddoesnotguaranteeregulatoryapproval;agovernmentregulatoryauthoritymayrequiredifferenttestsoradditionaltests,andmayimposelimitsorrestrictionsontheuseofaneutronabsorbermaterial.1.1Thispracticeprovidesproceduresforqualificationandacceptanceofneutronabsorbermaterialsusedtoprovidecriticalitycontrolbyabsorbingthermalneutronsinsystemsdesignedfornuclearfuelstorage,transportation,orboth.1.2Thispracticeislimitedtoneutronabsorbermaterialsconsistingofmetalalloys,metalmatrixcomposites(MMCs),andcermets,cladorunclad,containingtheneutronabsorberboron-10(10B).Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
